Electric Infrastructure Security Council Inc

The Electric Infrastructure Security Council Inc, also known as EIS Council, is an organization dedicated to safeguarding critical electric infrastructure against various threats. This includes both natural hazards, such as severe earthquakes, pandemics, and solar flares, and man-made sources, including large-scale cyber attacks or physical attacks on critical grid nodes or using high altitude electromagnetic pulses.

The EIS Council achieves its mission by providing educational programming and hosting international initiatives, collaborating with government representatives and non-governmental organizations (NGOs). The goal is to stimulate national and international multi-sector coordination and cooperation in infrastructure protection. The council develops AI-enhanced multi-sector simulation technology for situational awareness and decision support, as well as systems for communications and coordination during disasters and complex catastrophes.

In the context of their activities, the EIS Council plays a pivotal role in fostering preparedness and resilience. They organize exercises like Earth-EX, the world's largest cross-sector resilience exercise, which enables participants to evaluate their levels of preparedness in the face of real-world disasters. Additionally, they host webinars, such as the Global Resilience Commission, that gather policy makers and subject matter experts to discuss resilience strategies. Furthermore, they continue to develop the Global Infrastructure Network Optimization Model (GINOM), enhancing its capabilities to better address various challenges. Lastly, the EIS Council focuses on the Black Start Emergency Communication and Coordination System (BSX), a system that operates independently of the electric grid and utilizes multiple pathways to self-form networks, ensuring communication and coordination even in total blackout situations.
